You can monetize music containing legitimately licensed WAVS samples, subject to the applicable license terms and platform rules.
WAVS sample licenses are non-exclusive. If your music is registered with YouTube Content ID or another content-identification service, you must ensure that no takedowns, strikes or other consequences are enforced against another licensee solely for using the same sample. See section 5.1 of our Terms & Conditions.
Content ID registration is separate from monetization and has its own eligibility rules. YouTube requires exclusive rights to reference material and does not allow non-exclusively licensed third-party content in or as a reference. A WAVS license alone does not establish Content ID eligibility.
